This bill defines human life as beginning at conception. A physician must tell the woman that abortion will terminate the life of a whole, separate, unique, living human being, that the she has an existing relationship with that human being that enjoys protection under the U.S. Constitution and state law, and that by having an abortion the relationship and existing rights with regard to that relationship will be terminated. The so-called risks that must be disclosed as part of the informed consent are also expanded to include depression and related psychological distress,  danger to subsequent pregnancies and infertility. Physicians are also required to provide the contact information of a crisis pregnancy center.

The state and political subdivisions are prohibited from entering into contracts with or making grants to any entity that performs abortions or maintains or operates a facility where abortions are performed.  

This bill is an attempt to prevent Planned Parenthood from providing care to low-income Arizonans who qualify for AHCCCS family planning care.

Makes additional, extensive changes relating to regulation of abortion procedures, bans abortions of 20 weeks or more, except in a medical emergency. Violations by the physician are a class 5 felony. Adds various information to the voluntary and informed consent that must be obtained from the woman, including information on services and adoption agencies as abortion alternatives. In addition to professional licensure, a physician who performs nonsurgical abortions must be annually licensed by the Department of Health Services pursuant to rules adopted by the Dept. The statement a charitable organization must file in order to allow individuals contributing to that organization to qualify for individual income tax credits is modified to prohibit the organization from providing abortions.

This bill singles out Planned Parenthood to disqualify participation in the Working Poor Tax Credit.
